6.3 Members are encouraged to be prepared, at the request of other members, to enter into negotiations with a view to concluding agreements on the mutual recognition of the results of each other`s conformity assessment procedures. Members may require that such agreements fulfil the criteria set out in paragraph 1 and satisfy each other as to their potential to facilitate trade in the products concerned. 10.7 Where a Member has concluded an agreement with another country or countries on matters related to technical regulations, standards or conformity assessment procedures that may have a significant impact on trade, at least one Member of the Contracting Party, through the Secretariat, shall communicate to other Members the products to be covered by the Agreement and provide a brief description of the Agreement. Recognizing that no country should be prevented from taking the necessary measures to ensure the quality of its exports, the protection of human, animal or plant life or health or to prevent deceptive practices to the extent it deems appropriate, provided that they are not applied in the same manner, which would constitute a means of arbitrary or unjustified discrimination between countries where conditions are the same or where international trade is veiled and, otherwise, in conformity with the provisions of this Agreement; B. This Code is open for adoption by any standard-setting body in the territory of a WTO Member, whether it is a central government agency, a local government agency or a non-governmental body; any national regional standard-setting body whose members are one or more WTO members; and to all non-governmental regional standard-setting bodies whose members are located in the territory of a WTO Member (in summary, referred to as standard-setting bodies in this Code and, individually, standard-setting bodies). The provisions relating to central authorities shall apply to the European Communities. However, regional bodies or conformity assessment systems may be set up within the European Communities which, in such cases, would be subject to the provisions of this Agreement on regional bodies or conformity assessment systems. . . .
